Heather Coughlan, RPR, CMP- Miramichi, NB
A PARTICULAR INTEREST IN HEALTH AND SAFETY

Heather Coughlan

Heather Coughlan has been the Director of Human Resources for the City of Miramichi since its amalgamation in 1995. Prior to receiving the job with the City, she worked as the Administrator for one of the smaller amalgamated municipalities. After amalgamation, Heather was responsible for the establishment of a complete human resources department including setting up personnel files on employees, merging various union contracts, and writing and implementing policy on recruitment and selection. Heather has been instrumental in establishing an employee family assistance program, wellness fairs, employee family picnics and a variety of other activities for both the employees and their families to participate in.

Heather has a Bachelor of Business Administration from the University of New Brunswick, as well as many certificates in human resources and payroll. She is currently working on her Certificate in Health, Safety and Environmental Processes through the University of New Brunswick. She is particularly interested Health and Safety, as she has chaired the Joint Health and Safety Committee since 1995 and received an award from the Provincial Workplace, Health and Safety Compensation Commission at their Annual Conference in October 2001, for successfully implementing the 5/22 concept within the Municipality. In addition, Heather also has a Registered Professional Recruiter designation and is a Canadian Management Professional.

These days, Heather’s work consists of recruitment and selection, negotiations, health and safety, employee relations, labour relations, employee family assistance program and personnel. Heather continues to try new initiatives for the City, introducing such programs as "Healthy Living Styles for Employees and Families," which includes a set of information sessions covering everything from healthy eating habits to sessions on parenting.

Heather lives with her husband, Byron, and their two sons, in a log home built on the bank of the Miramichi River. She particularly enjoys cheering her son Tyler on at hockey in the winter, going to yard sales with son Tyson in the summer and spending time fishing with both boys during the summer months. She also takes an active part in helping her husband in the family's outfitting business, Country Haven Lodge and Cottages.


Wendy Miyagawa, RPR, RAS, CMP

Wendy Miyagawa
RPR, RAS, CMP
Wendy is currently the Human Resources Manager for Somerset West Community Health Centre. Her background has been a combination of corporate administration and human resources management for the public and non-profit sectors. She began her career as a recruiter and trainer with the Department of National Defence. In the last 20 years, she has set up and managed full-service HR departments for two dynamic health organizations. The first, was a national accreditation organization of 65 employees and 350 senior health consultants. The second, is a health and social service organization delivering services in seven different languages, often to those who are newly settled in Canada and those who are socio-economically challenged--sometimes homeless and without health cards.

As HR Manager, she is responsible for compensation, payroll and benefits, recruitment and staffing, performance management, training and development, and occupational health and safety.

In addition, Wendy has led the development of organizations through conflicts, changes and restructuring. Qualified to administer the Myers-Briggs Type Indicator and other assessment tools, she guides organizations with team building, conflict resolution and leadership development.

Wendy maintains a commitment to life-long learning. While sometimes working two jobs, she completed an HR Management Certificate, a Bachelors of Administration and a Masters of Business Administration. She achieved her RPR in 1993, CHRP designation in 2000, RAS in 2001, and CMP in 2002. She actively maintains her currency, and has been contemplating law school as her next challenge.

In her free time, Wendy works tirelessly as a volunteer with IPM. She has been on the National Executive Committee since the mid-1990’s and has been Chair of the Ottawa Speakers Committee for the last four years. She is also currently IPM’s Regional Director for Ottawa.

Wendy’s passions have been her work and professional development combined with travel. As a reward, she completed her last two MBA courses at an international business school outside of Paris, France. In addition, she has travelled abroad to various parts of Europe, Japan, and the Caribbean. Now she is planning her next trip; potential destinations include New Zealand, South Africa, and South America.


Jane Mason, HR Consultant, Fraser Health Authority
Organizational Development Specialist with a Passion for Innovations in HR.

Jane Mason has been a Human Resource Consultant in the Healthcare Industry in British Columbia for 10 years. Prior to joining healthcare Jane was a HR Co-ordinator in the hospitality industry and has worked for Renaissance Hotels and Princess Cruises.

Jane's current employer, the Fraser Health Authority, provides health care services to 1.4 million residents and covers an area that stretches from Burnaby to Boston Bar, BC. Fraser Health is a major employer with a workforce of 20,000 employees all working toward a common goal of ensuring quality care. The workforce is unionized and is represented by 8 unions and five Collective Agreements. Fraser Health's services range from acute care hospitals to community-based residential, home health, mental health and public health services.

As HR Consultant with Fraser Health Authority, Jane is the main point of contact for all HR/OD issues. Within her portfolio Jane works to identify, develop and implement solutions in partnership with Administrators, Managers and Supervisors by assessing their needs and providing guidance and support in meeting organizational objectives. She works with departments in achieving and maintaining a positive and productive work environment through the provision of consulting expertise, which includes collective agreement interpretation, grievance administration, performance management, organizational changes and restructuring, displacement processes, employment, human rights, employee attendance, accommodations and return to work issues. Jane has lead in-services and presented on a number of HR topics in the past and will be speaking at a Management Conference in Surrey, BC on Progressive Discipline later this year.

Jane attended Simon Fraser University and graduated with a Bachelor of Administration degree from the University of Ottawa. She previously attended the British Columbia Institute of Technology and holds Diploma of Management, Hospitality. Jane enjoys keeping up to date with innovations in HR and related topics and attends courses and conferences regularly. Jane is now the new Regional Director for IPM's Associations in BC and also a member of the Human Resources Management Association of British Columbia.
